I think one of the key factors is that before launch (I'm not sure when, IIRC 6-monthsish?), rumours started to appear that the delays were due to issues with the old(current) gen consoles. CDPR were asked specifically about this on an earnings call and stated that this wasn't true, that there were no issues with CP77 on older consoles. Then post-launch it's so bad on PS4 and XBone that Sony and MS were offering refunds and Sony pulled it from the PS Store. So that situation doesn't pass the sniff test.
