YOOOOO! This is gonna make that ingenious hunter zhonas banshees rush build of mine I mentioned on your stream a while back so much better.
It's actually 37.5% item cdr, so you're pretty close. This'll make goredrinker and stridebreaker even more op though. Works out to be about a 2 second difference between running cosmic and not running cosmic on 40 second cd items.
