I only have 1 docs case right now and that one is for Shoreline and I have a keytool for all the other maps. No sicc case yet.
The problem with Reserve and Shoreline which is driving you toward using the SICC case is just the number of keys you might have on you. With only a docs case, you'd really not have enough room left in it to hold much of all the other non-key items that it can hold. But the SICC case isn't much better. You'll have more leftover space after filling it with your keys, but you can't really put much other than dogtags into it, and these maps are both chock full of stuff which would otherwise fit into a docs case. Either of these solutions isn't great for Reserve or Shoreline.
Personally, I'd go keytool and docs case for Reserve and Shoreline. I know, it takes up 3 slots, but it's really the only way to both carry all the keys you want and still have enough of the right storage type for the rest of the loot you're likely to encounter on those maps. You'll have a full 16 slots for all the information loot types which fit into the docs case. You fill that docs case with 3 intelligence folders, 3 SSDs, 3 SAS drives, a diary, or some combination of that, you're talking about real money for those two slots in your gamma. Those are all items that retain significant value even if you die with them, due to crafts/barters, so it's worth having the space to hold them.
I use a sicc case for interchange and shoreline since there are a lot of keys in one and not the other and neither of them have many or any intel/book spawns. Other than that the docs case is my favorite for other maps

Why would you use a sicc case on Reserve? Thats the map with the most intelligence spawns right?
I got lucky af i have 3 SICC cases in my Kappa. I did barter From Jaeger and i found 2 in Marked Rooms
i like collecting dogtags and having a big pile at the end of a wipe 🙂 . i get a special dogtag case for friendly dogtags from teammates that died and seperate ones for enemy dogtags

If you want to run a map with alot of keys just buy keytools
I think S I C C case fits Factory better than Docs Case. You can take those DogTags
If you're lvl 10-40, farming your ass you use docs. If you're lvl 50 with kappa, you use sicc and try to wipe whole lobbies
I got a docs case with that new years gift so I'm going to run it, maybe get a dog tag case along the way, then switch to sicc when and if I need to
Personally I run a sicc case on every map except for reserve, since there's a butt load of folders of intelligence. I love the sicc not because I think I'm going to find prokills and rings, but instead just because I like collecting my dogtags and keeping them as trophies (alot of people have funny names) or the different case barters. It was also good early wipe when rsass's were 1mil, I got mine for free. I don't think there's a right or wrong, it's off of how you want to enjoy your time in tarkov, whether or not you're trying to maximize profit or enjoy seeing your kill count
IMO, Sicc case is more worthwhile. The Docs case has its uses, but I find myself using the features of the sicc case more than those of the docs case.
I would have fist fought anyone other than Geeks if they would have told me a docs case held key cards.

Also comes down to if that map spawns intel. I would definitely run a docs case on reserve.
I prefer to run docs case on reserve because of the Intel spawns, and all the filing cabinets

Dogtags are not worth much anyway, plus the intelligence is a huge thing
IMO, Reserve you should take Docs case and a keytool. There are so many intelligence spawns all over the map that it's easy to justify the Docs case instead. Or maybe even take both if you're feeling especially looty.

I personally run both, I have the space in my gamma (or Kappa when I get it) and still have space to fit 2 Tetrix’ or GCs and an extra slot for extra ammo.
If I happen to find another high value items I want to put in my Gamma, (I mean, how often does that realistically happen?) I put all my keys from my Docs into my SICC and throw the insured Docs into a bush and get it back from insurance.
I am a loot goblin, so the more loot I can fit in my Gamma the better, both the SICC and Docs give me that opportunity. Plus, I like dogtags for barters and for the memories through out the wipe.
I have docs and siccs and even a key tool depending on the map.
Personally i prefer a suitcase to carry my gear

Honestly depends on the map and the type of run you do if you going for intel doc case if you going to shoreline sicc

I run a docs case and a dogtag case because I’m broke. I do like stuffing flash drives in the docs though.
I got dedicated Docs/SICC cases for each map depending on what im doing, so i only swap out the cases and done
Docs for maps with a lot of safe so i can sotre all the safe shits.
Sicc for maps like shoreline with a lot of keys and rare items like skulls and bitcoins
you forgot to list that sicc case can hold golden skull ring as well, anyway I like to run both a docs and sicc case together 🙂
Docs one love. on average 1-2 diaries or intels or ssds per raid
I like dogtags they are like a war trophy for me when i see dogcases full i feel a sense of satisfaction
