This quest is such a shit. I mean im stuck with this a long time now. And you cant make good progress without it 🙄
i found 3 out of 5 in the little hut thing right outside of the water treatment plant on lighthouse
Safes! I find them in safes all the time. I found 2 in 1 of the dock safes on shoreline last raid
level 25, still havent found a single one 🙂
