Im pretty sure everyone or most people know this already but: Mihoyo Is a Chinese Company, so they follow their traditions closely.
Now, Lunar New Year (Aka Chinese New Year) is around the block. It is a bad omen and a taboo to be talking about death near CNY. This is probably why Mihoyo pushed back Hu Tao.
Secondly, it was just remours Hu Tao was after Xiao. It wasn't confirmed at all

Cny is celebrated for basically 3 weeks, 16 weeks of celebration and 7 days of preperation iirc. MiHoYo can safely announce Hu Tao at the last week of Keqing's banner since the CNY is over by that point.

I wasn't expecting much when I started Genshin a month or two ago. For an RPG, the writing is actually entertaining, and that feels so rare. The gameplay is fun and you do kind of have to piece things together to figure out how to complete harder challenges like the pure hypostasis or cryo regisvine, if you're FTP. The characters are interesting, and so is the world. I would like to know more about it. Why the heck did Mihoyo not let us go farther into the Albedo evil dragon quest stuff?! The music is good too~ The overworld puzzles for the most part could be harder, I don't want to waste my time on Korok seed quality puzzles, but there are some interesting things around like the free ice greatsword. Overall, this game is actually amazing to me. Maybe not worth playing it constantly like it's designed, but still something I want to come back to for big updates.

she is still coming in 1.3, just after the Keqing banner and at the start of March, just means more time to save primos, that way they don't do it during the month of new year and she still comes in 1.3, it can also be played as a prank, something Hu Tao is famous for doing!

I have a theory it was because people were data mining and MiHoyo did send warnings about not datamining possible content and they replaced the Hu Tao banner with Keqing as a punishment for people disregarding their many warnings. I could be wrong, I don’t really know.

Why they even put kequing on the character banner is making no sense
In Chinese New Year anything to do with Death is considered a taboo. Or just like a superstitious happening they don't like getting involved with their New Year event. Which is why they pushed Hu Tao's release date. In fact they weren't really planning to release Hu Tao so soon anyway, they initially wanted to look at releasing her at like Inazuma arc.
Now with the banners only going for 2 weeks, I think they are only doing this for the month because of their Chinese New Year. Its a month of their New Year celebration so I'm thinking they are only doing the 2 banners within the course of the month. This is my own speculation/asumption so I maybe entirely wrong here. Just a jab at a guess.

I already got 2 keqing off the permanent banner which i haven't spent primogems on, and a third one off the Character banner when i lost a 50/50. There's no shot i roll on her banner even if she's mixed with the best of the best 4 star characters.
