Yes I believe wattson should be be able to stop both seers tactile and ultimate based on the rules. She's supposed to stop ornaments. Technically both of seers abilities are ornaments.
I was talking to my buddy that mains wattson about it the other day, and it should 100% block nano drones wth. He needs a counter not just another seer Ult or self emp crypto

Crypto and Seer should swap the strength of their scans. Crypto should be able to see and track shields while seer should just be able to see where enemies are, similar to his ult or how bloodhound sees them. This would slightly balance our recon legends as the release of seer has basically shadow nerfed crypto even more
