Sadly I put an atributte point in cool worst point spent ever, you can get a decent 18 point build in attributes, Choom there's a side mission later where you can potentially nail somebody but you need to play along and pay a little attention so maybe you will not get to that point
As far as I know, that pistol is one of the best weapons in the game, for some ungodly reason it does crazy damage and applies 600 different DoTs.

There's a clothing mod you can get from a police encounter thing called armadillo. Google it. It's OP af. Craft it and add it to your mod slot in your clothes makes the armour rating way higher.

Just like robbing everyone doesn't count as crimes, I simply can't get the idea behind making a tank top have such good armour ratings.
Maybe it's because loot is level based and you can upgrade armour too? I haven't played this game yet so I am not sure.
