I found this luxurious penthouse in Kabuki located near the No Tell Motel. There is no access into the building, so I used a NoClip mod to be able to enter the building. There are several floors and rooms and an empty penthouse apartment at the top, including its own balcony, slidable windows, office room etc.
I believe this area is well suited for future implementations of apartments or houses that V could rent or buy out. This is a feature that should have been included in day one, as they promoted it through an official trailer just 2 months before release. Also, it makes sense that V would upgrade from that first messy, small flat he gets at the beginning of the game, to something much bigger later in the game.

This was used for a gig where you must break into the apartment and steal something for Regina and deliver it to Chinese officials. The two Russians you see during the Konpeki heist are the two that live here, so this was used for content and not developed space that isn't used. Wish you could buy it though.
