  1. I've seen people standing around a guy who looks like his giving a speech – but there is no dialogue. I've seen several women cowering before a guy who looks like a pimp – but there is no dialogue just whimpering which sounds pretty freaky. I've found two locations where protesters are arrayed outside a building with security and barricades between them – but its all static with no animation or sound. I think background events were intended to randomly play out for you to observe and to give Night City a 'lived in' vibe but they were cut, and the stuff I've seen and this exploding car are the unfinished leftovers that didn't get noticed in the rush to release.

  2. This is like those typical 80s to 90s movies where a Side Character who is either an Important Solution to the main Character is sharing some info or finally agrees to help the Main Character. They had a small chat and the Side Character went back to their car and start it: 0:19 happens.

  3. I had this encounter outside of Judy's apartment. The NPC said, "Life sucks!" (Something along the lines of that), got in the car and it blew up. Seriously thought it was scripted lol.

  4. Yeah this happens all the time. Whenever you're driving fast or even running around the game will take time to spam cars and other things. Some of those cars are literally "bugged".
If you come close to a car and the "enter" or "break in" button isn't available then run as it's literally a bugged explosive car and can explode any at any moment (normally when it fully texturizes).
You know it's a "feature", lol.
