the new magic pen legendary deals more magic pen when enemies have lower hp, so when they have 1000 or less hp, you deal 20 magic pen while you deal 10 magic pen when enemies have 2500+ hp
Zwag, I thought of a cool change for Xerath might make him a bit more playable again. Since Xerath relies on landing his spells, since they are all skill shots, how about if there was another passive on top of his mama regen one. The other passive would be each spell that hits stacks electric charge, if you land 3 spells within a certain time frame, the charges will detonate dealing percent missing health (like an execute). What are your thoughts?
shadowflame is probably pretty good early as health is much lower then, so you get the max penetration

Health on mage items would make sense if adc did more damage than mage at any point in the game, except they literally don't.

First strike is op ranged Champs get 70 percent of the total damage dealt by you if you hit them before they hit you.

Kassadin would use that new mythic pretty well I think. Give him more sustain till he hits level 16
AP Nidalee might be even cheesier with Rylai's and Horizon, as her traps would slow, increase damage and give true sight for spear one-shots. If one wants to be extra cute, Demonic would re-proc from the periodic magic damage and benefit from the melee buff when in cat form.
So, with riot making the plays for objectives and shit, is that their response to everyone always trying to ff at 10 mins? Mst annoyg things ever. Just finish a game. Win or lose.

Flame was better than Horizon because it says in the tooltop "Non inmobilizing traps do not trigger this effect", so the onlything that was triggerring was some Q's, not the shrooms.
does the rylais slow prock the new item?

Shadowflame gets more pen upto 20 pen the lower their health, good for last hitting but if they are shielded it always does max pen, regardless of their current HP. (If I read it right). So it is 'sort of' filling the role of the shieldbusting item for a mage.
First Strike will make Mage supports meta AF.

He is hitting Teemo and is surrounded by a whole wave at that moment.
I would expect the whole wave to focus him.
AP burn items not working on teemo poison is absolute bullshit
Heimer maaay work with the new Mythic? Debatable, since he scales entirely off of AP. I think some of the other items would work better with him. (Combining the new Horizon Focus with Rylai's, new Cosmic puts him in combat all the time, etc)
I do want to see First Strike used with him, though. Sounds disgusting.
