Nice, this gives a good overall idea.
I’m not sure I would call the Kyrian sigil build “degenerate”. I think the damage of it could be nerfed, yes. But for once there is an alternate build to the clunky Spirit Bomb cycle and I think it should be celebrated, not made unviable. Just my 2 cents.

Heads up: The sigil CDR legendary has now seen a significant nerf to it's interaction with Elysian Decree (2s down from 8s CDR). Kyrians are still looking like the best choice despite this, just no longer doing a cheesy build.
They could just make soul barrier baseline with a usable CD time. Build souls for a big hit and consume them for a decent absorb shield. It requires some more planning for hard hits but at least helps add a little more depth+some smart player tactics. But hell. Why would a tank need damage mitigation. I mean its not like every other tank class in the game has at least 1 mitigation ability baked directly into their class.
