This legit feels like a console port.
BTW the better variable in UE4 to control motion blur amount is r.MotionBlur.Scale. Don't know if you can access it in the same way through the config. This way you can tune the amount of motion blur, but keep using the high quality version of the effect in case you don't want to fully turn it off (scale of 0)

Add the following to that file….
Navigate to C:Users[your user name]AppDataLocalMadnessSavedConfigWindowsNoEditor. Open both Engine.ini, and Gameusersettings.ini with a text editor. At the bottom of both files add the following individual lines (Copy/Paste):

r.MotionBlurQuality=0
r.FastBlurThreshold=0
r.BlurGBuffer=0
