This worked for me, didn't really give more frames but definitely stable frames, drastically reduced the dips I was getting. I7 9700, 16gb ram, rtx 2060. I was getting cpu bottlenecks and I can tell 6gb vram on my 2060 isn't quite enough. This game is very demanding
Unlocking the XMP ram profile worked well for me.
Doing this got my 8700k up to 90c it's hot before but damn.
Okay so this video is 12 min long and seem to be only a ".ini tweak" regarding what it demands from a user. So do any one want to give the short and simple 10 sec answer, who is this for and why would that person benefit?
This Memory "fix" is useless….

– Max Refresh Rate : Ur targeted FPS …. For me 40Fps on Ultra RTX – DLSS Quality
– Low Latency Mode Ultra
– Vsync ON
– Gsync ON
– have fun with absolute smooth minimum frame rates

It didn't give me the tab to give it administrator permissions
I have the same gpu on onnlaptop with i5 9300h i have set my settings to dynamic 1080p minimum resolution 80 and max 100 target fps for 45 fps
But it still runs at 30 fps with driving around 24-26 fps and indoor around 40 and in gun its around 24-30 idnt know how much it will help
If you keep playing the game, it starts pulling more and more memory then with this change on and it reduces texture popin and other problems
it seems it starts at 3gig and uses the extra allotted memory by not clearing cache allowing for less disk access.
you can see this by playing for 5-10 mins and check memory useage.
I am on a fast SSD m.2 so its not really a problem for me but people with HD will likely see a big improvement and reduction in microstutter frame rates as the game pulls new data from the HD.
Quick tip for you (but i assume u know this already)
Your ram is running at 2400mhz, though your cpu can handle 3200mhz within spec.
When you ram can run 3200 as well, enable D.O.C.P profile in bios and set ram speed to 3200. This will give you a nice free bump in performance
Didn't work for me, max VRAM usage is 2.5Gb & average of about 2Gb for my 1650.
You know what? This feels like you need to "quickhack" the game to make it run properly.
Getting about 75 fps average at 1080p on my 1080ti cpu is amd 5800x but I have fog and ambient occlusion on low and 1 other setting turned off can't remember at this moment because I'm at work
It seems to have increased my frames a lot, but I’m trying to use the steam overlay’s FPS tracker to check and it seems the change has disabled the steam overlay in game. Any else had this problem?

This didn’t improve my FPS but it did smooth out the game for me. Way less stuttering especially when driving.
Hotfix 1.05 :
"Removed the memory_pool_budgets.csv file. which was not connected with the final version of the game and had no influence on it (it was a leftover file used during the development to estimate memory usage. It had no effect on how much memory was actually allocated). Perceived performance increase after editing the file may have been related to restarting the game."
This didn’t work for me either and I’m only currently getting 30/40% GPU performance in game on a 3070 card 😤
NOTE – If you run the game in admin mode, Steam screenshots no longer work, neither do MSI afterburner hotkeys or any recording hotkeys…you gotta run those too in admin mode to work..however, steam in admin mode runs like crap

I was wondering why the game was loading so often. This makes sense now. CD PRojekt put too much effort in making it old PS4/Xbox One compatible that they intentionally and thoroughly gimped the PC/Next Gen Console versions. Load times would be so much quicker if it's already pre-loaded into RAM. Also 3GB of VRAM usage is abysmally low compared to what the high end GPUs can use. I guess FFXV is still one of the top examples of making use of a high end System, as Cyberpunk is not a Next Gen game graphically.

This helped me big time! I had so much stutter and lag before but now it plays smooth as butter! Playing on high settings 3440x1440p with a GTX 1080Ti.

The game has Memory Leak, the longer you play, the worse performance is. The only thing that can solve this is restart the game.
Unlock Memory Budget doesn't help, you already fixed it by restarting the game.

Its good for you to do this for us gamer's but the reality is we shouldn't need to do this in the first place this game should of run properly in the first place and the devs to make sure it using the PC components fully to what its capable of that's why we buy them to make games make use to them
100% placebo, CD projekt said in the latest patch notes that the file isn't doing anything.
If you're seeing an actual performance increase its likely just from restarting the game
